I am only guessing here but maybe a transportation token or parking meter token from germany or the netherlands

Rotterdam is one of the largest ports in europe and is located in the Netherlands.

"Oppert" means "suggests" in Dutch, but it is also a name.
Since it's "Oppert 21" I would guess it's an address, but I don't know.I tried to search the phone directory for "Oppert 21, Rotterdam" and the address exists, but I don't know dutch so I can't tell anything about it.

It's not german at least. And I don't think it's a bus token. Bus tokens never have a fixed address on them unless there are something more on the other side of the coin.
