Hi and thanks for the all the reply's. I tried to get a closer pitcher but couldn't. But here is a good side by side example of two identical state and mint New Hampshire, 2000 D. The letters are rimmed and wavy.
Iv went through a thousand dollars in quarters in the last 6 months and found one 64-D (silver) and
2 complet sets of 2009 DC and Territories (6 pc set) 12 Bicentennial (1976-D) 11 Oklahoma
(2008-D) and this odd quarter.

This may be grease filling in the the lettering of the die. The design, as you may know is recessed in a working die, so it is easy for grease to get into and distort the lettering. I'm not totally positive on this but I don't think there is any extra value regardless.
