Hi,
I am new to the coin collecting world and to this forum.
I must say though, that it is a very friendly world!
I have a question...
I learned that portions of the sales from commerative coins go to the "causes" that they commerate.  How does just an average ordinary american citizen go about submitting a cause to be supported, such as national creative arts in therapy or national therapeutic horse-back riding.

These selections seem to go through Congress. Castle is an active numismatic congressman. I would petition the mint director, your congressman/woman, and talk to the organization itself to see if it has any pull in DC. www.usmint.gov
 
You might also find a sympathetic ear in the ANA (http://www.money.org).
 
In addition, the CCCAC has input on designs.  http://www.cccac.gov/
 
This site may provide some insight.
 
The main area to check is the commem area of the us mint site.
