While it may be difficult to pinpoint the exact cause we do know for sure that as a collector you should avoid them unless they are being purchased cheap for educational purposes or novelty only.
Recognize that anything that can not be explained as occurring during this process probably is NOT a genuine mint error or variety.

It really looks like someone milled this coin/coins and assembled it into it's present form. Look at how much of the lettering is cut off. Also at the base of the lincoln bust, there appears to be poor workmanship, as the joint is very visible. The cent is probably a leftover (my term) or partial strike. When the press is shut down it slows down slowly. Sometimes a planchet (the blank that a coin is struck on) is left in the machine and receives a partial strike. When the press is started up again the incompletely struck coin is kicked into the hopper.

Value? I've seen prices all over the area. A dealer in New Orleans paid $50 for one, but a dealer in Houston only offered $5. Again, there is no good guide on pricing and a lot depends on the dealer. If he has a ready customer, he will pay accordingly, otherwise he will buy on spec and pay less.
