Hi: Found this in my parking lot change. Wondering if the lines coming off the 1&9 are from an over-polished die? The mint mark looks messed up inside also possible doubling on the back?

I would say machine doubled on the mint mark and as far as the scratches it's kinda hard to tell when it's not in person. But just do some research and look at some pics if you haven't already. I hope this helps just a little bit. Probably a worn die thing.
