i recently bought a 55 silver proof set in the envelope or flat pack. i was wondering who made the captial proof set i see on ebay. is this a u.s. mint product?

Capital made coin holders in acrylic and were / are still popular. For some reason you can see a ton of proof sets from the 50s in these holders, although they make many other holders.
They are not mint issued products.
